Buhari to constitute c’ttee on communal clashes

President Muhammadu Buhari has commenced consultations for an inclusive stakeholder committee that will thoroughly interrogate issues that fuel communal conflicts across the country. Presidential spokesperson, Garba Shehu, said the committee will be charged with a mandate to proffer lasting solutions to age-long disagreements that have claimed lives and property.

With particular focus on the Tiv/Jukun relationship in Benue and Taraba states, he said the President was disturbed by communal clashes that have destroyed many lives and property, altered the destinies of families, and raised the profile of insecurity in the country by promoting generational tensions. The committee, which will work with the office of the Secretary to the Government of the Federation, will include traditional rulers, religious bodies, (specifically the Christian Association of Nigeria (CAN) and the Supreme Council for Islamic Affairs), age groups, market/farmer/hunters associations, local and state government officials, and relevant security agencies.

He said President Buhari believes that Nigeria’s cultural diversity remains her greatest strength when properly harnessed and harmonized with a collective vision for unity, peace and shared prosperity. He called for more patience as the government identifies and works towards creating more understanding.

JUST IN: Police nab soldier selling ammunition to kidnappers, 61 others

Police in Kaduna have arrested a 32-old-soldier, Lance Corporal Koza Yabiliok, for allegedly selling ammunition to suspected kidnappers. The command has also arrested 61 other criminal suspects for various offences across the state in the last two weeks.

Lance Corporal Yabiliok, serving in the military units in Jaji Military Cantoment, Kaduna State, told newsmen while he was being paraded by the police that he sold each of the live ammunition for N400. He however, said he never knew his customer was a kidnapper until they were arrested by the police. “He told me that, he needed the ammunition for protection of their cattle against rustlers. That is why I sold them to him. I never knew he is a kidnapper.”

Speaking earlier on the arrest, Commissioner of Police in he state, Ali Aji Janga said the 62 suspects were arrested for different crimes, ranging from kidnapping, armed robbery, culpable homicide and cattle rustling, among others. He said different kinds of arms, ammunition and other dangerous weapons and other items, including vehicles and drugs were recovered from the suspects. According to CP Janga: “I invited you here to update you on the Command’s recent successes in combating crime and criminality in Kaduna state within the last two weeks. “During the period under review, we have continued to intensify a furious manhunt on bandits and other criminals across the command through some carefully planned strategic operations, including ‘Operation Puff Adder’ that has been launched by the Inspector General of Police IGP Mohammed Adamu Abubakar NPM, mni and the subsequent on-going Confidence Building Campaign the Command vigorously carry out across the State, particularly along our respective Expressways. “Like I said earlier, the Command has recorded some successes within the past two weeks with the arrest of sixty two (62) suspects on different crimes and belonging to different suspected criminal gangs that terrorize citizens of the State and we have also made recoveries of several exhibits respectively.”

Banditry: Troops kill 8 bandits, arrest 17 collaborators in Sokoto

No fewer than eight bandits have been killed and 17 other collaborators arrested by troops of Operation HARBIN KUNAMA III under the 8 Division Nigerian Army, Sokoto. The General Officer Commanding (GOC) the Division, Maj.-Gen. Hakeem Otiki, told the newsmen in Sokoto on Saturday that those apprehended were bandits’ informants and logistics suppliers.

Otiki said five bandits’ camps and 25 motorcycles were destroyed in the operation. He commended members of the various vigilante groups and local hunters for their support to troops operating in their villages and communities.

Otiki explained that the operation which was flagged off on April 1, 2019 in Zamfara, involved military activities in Katsina, Kebbi, Sokoto and Zamfara states. According to him, the exercise has instilled confidence in the locals to remain in their villages and continue with their normal lives as well as facilitated the return of refugees and Internally Displaced Persons (IDPs) to their homes. He added that troops and logistics were deployed from various divisions of the Nigerian Army to checkmate bandits activities and those fleeing from Zamfara into neighbouring states. He said the efforts of the Nigerian Army and their Niger Republic counterparts as well as other security agencies in the country, especially in the areas of joint border patrols and the dynamics of the operation, has been yielding positive impacts. According to him, the collaboration had culminated into several encounters and defeat of bandits in Isa, Rabah and Burkusuma general area around Sububu Forest in Sokoto State. “In Katsina State, troops operating super camp in Batsari, Safana and Kankara also made contact with bandit gangs and denied them freedom of action in Dumburum Forest. “In Kebbi State troops deployed in super camp in Bena, Jega and Danko Wasagu also encountered and defeated bandits in Gando Forest,” Otiki said. He further explained that the military operations have facilitate the return of refugees and IDPs to their homes and created enabling environment for farming activities in villages. The GOC added that within the short period of the operation, eight AK 47 Rifles, two G3 Rifles, two GPMGs, three Dane Guns, nine AK 47 Magazine and 48 rounds of 7.62mm Special ammunition were apprehended from the bandits. Otiki added that the 8 Division was also effectively collaborating with troops of Operation Hadarin Daji as a blocking force against fleeing bandits from Zamfara. He noted that improved synergy with other security agencies and greater understanding enjoyed from traditional institutions and state authorities had facilitated enhanced security of the civil populace in the affected areas.(NAN)

STATEMENT BY H.E. MUHAMMADU BUHARI, PRESIDENT OF THE FEDERAL REPUBLIC OF NIGERIA, CHAIRMAN OF THE ECOWAS AUTHORITY OF HEADS OF STATE AND GOVERNMENT AT THE
55TH ORDINARY SESSION OF THE ECOWAS AUTHORITY OF HEADS OF STATE AND GOVERNMENT ABUJA, NIGERIA
29TH JUNE 2019

Protocols: It is with great pleasure that I warmly welcome you to Abuja on behalf of the Government and People of the Federal Republic of Nigeria on the occasion of the 55th Ordinary Session of the Authority of Heads of State and Government of the Economic Community of West African States (ECOWAS). 2. To my colleagues, let me again reiterate my deep appreciation for the confidence placed on me to lead our sub-regional organization, as Chair of the Authority during the last one year. I sincerely thank you for the valuable support extended to me throughout the period. Excellencies Heads of State and Government, Distinguished Guests, 3. As West African leaders, we are delighted with the platform provided by our organization to hold regular consultations. We also note with satisfaction the effective functioning of our Institutions which further bind us together as member states. 4. The fact that we have reconvened here today, to discuss developments in our sub-region, bears testimony to our sustained commitment to the consolidation of our integration as a Community. I acknowledge and commend the giant strides made by ECOWAS in this regard. 5. I also commend our individual and collective efforts towards the promotion of good governance, peace, stability and socio-economic development in our sub-region. We must remain focused on our collective endeavour to make the sub-region an area of peace and security. 6. This is an essential prerequisite if we are to attain the primary objective of our organization which is, to “promote cooperation and integration, leading to the establishment of an economic and monetary union in West Africa, in order to raise the living standards of its people and contribute to the progress and development of the African continent”. Your Excellencies, Distinguished Guests, 7. Despite the overall appreciable progress we have made, particularly in the field of political governance, our sub-region continues to face considerable security challenges. We are all witnesses to the recurring incidents of inter-communal clashes, herders-farmers conflicts, banditry and terrorist attacks in all our countries. 8. These threats, you will agree with me, have consequences on the peaceful co-existence between our communities and peoples as well as their livelihoods. 9. This unrest also undermines all our efforts in achieving full regional integration. It is, therefore, necessary that we act collectively to end this menace in the interest of regional stability and wellbeing of our people. 10. Let me offer, on behalf of all of us, our sincere sympathies and condolences to the families of the victims of terrorist attacks, banditry and inter-communal clashes perpetrated by some misguided elements in our societies. We shall not relent in our efforts to protect our peace loving people and their properties, while vigorously sustaining the war against terrorism and criminality. Excellencies Heads of State and Government, 11. Taking into account the transnational nature of the threats confronting us, the need for the adoption of a common strategy at the national and regional level to combat them, has become imperative. By so doing, we will reinforce our actions and resources for a more effective response to protect our citizens and secure our common space. 12. While I acknowledge that several initiatives and measures have been taken in our respective countries recent developments have shown that we must cooperate more effectively to achieve our goals. 13. We should send a strong and unified message to the perpetrators of violence that we are resolute in our collective determination to confront and defeat them. 14. I would like to renew our gratitude to all our colleagues who have skilfully conducted the political mediation missions we entrusted to them. Excellencies, Distinguished Guests, 15. As we strive to create a secure, stable and prosperous environment in West Africa, we must also intensify our efforts to ensure sustainable economic and social development in our sub-region. By doing so, we will be able to tackle poverty and youth unemployment and contribute to our sustained stability. 16. Several issues relating to different policies, programmes and projects are itemized for discussion during today’s meeting. 17. As is our custom, the 55th ordinary session will also consider these matters from the reports on today’s agenda. 18. Considering the high level of interest you all attach to regional cooperation and integration, I am confident that our Summit will witness robust discussions and produce sound decisions. 19. Let me at this point, take this opportunity to renew, once again, our sincere appreciation to the African Union, the United Nations and all our bilateral and multilateral partners for their sustained cooperation and assistance. We value their partnership. 20. I will conclude my remarks by wishing us fruitful deliberations. I hereby declare open the 55th Ordinary Session of the ECOWAS Authority of Heads of State and Government. I thank you for your attention.
